What are the main changes that happen on 1 July 2013?

+ W m: o! [9 x$ m8 f) n: O0 W, q A focus on responsible dog ownership, dog welfare, community education, dog safe access to& O/ B9 S' r; D
public places, registration, and dog safe communities.

Region-wide dog access rules that include:) H4 f7 T0 w3 O! i
o Allowing dogs under control on a leash on footpaths, town centres, car parks, boating4 k% a6 j4 [2 {

dangerous, menacing and uncontrolled dogs.

A new approach to deciding dog access to parks and beaches will also start in 2013. Dog access; `% X2 S( Y, \2 @- C; j( ?
decisions will be made by local boards for local parks and beaches, and by the Parks, Recreation
! |/ B9 s& E0 {! g" `and Heritage Forum for parks and beaches of regional significance. Submissions requesting( V( n- Y4 T! J5 u0 l8 u3 b
changes to dog access rules will be referred to local boards and the forum to consider using the! ^: o6 G5 f+ {
new decision-making principles, criteria and guidance.
" }* G: S5 H5 ?, I3 sOne of the new criteria – raised by the majority of submissions - are standard times and seasons to
/ b0 r4 D6 |+ c: D- ybe used wherever a time and season dog access rule is used on a beach. The decision was to8 m" U0 j+ t1 g, g) W
adopt a standard summer beach time and season of 10am and 5pm, Labour Weekend to 1 March,
1 {; S+ g' B/ v6 j% J' \. o* ?# K1 |and to exempt its application on Hauraki Gulf islands (including Waiheke Island and Great Barrier
/ \8 x8 h! f V; U* g9 \) A- T# _Island).% T5 k+ j! d' W" `! m
However, the new standard summer time and season will not be in effect until the forum and
7 w0 V1 \* F- F; ]; klocal boards have reviewed all beach dog access rules in each area. The review will identify the5 o& p! a0 ]9 r
most appropriate mix of dog access rules for our beaches. This might mean that the new summer( v# u) x, b% n# \) |& t
times and season will apply to some beaches, while for other beaches dogs may be allowed under9 b7 h8 V o, a6 A- }2 _& _2 [. m% m' a
control off a leash at all times. The need to carry out this review and work out the best way to. x1 m% L) _! C( m: t% C
