关于正对着自家外面路边的草的问题

如题！以前定期有康嫂割草车剪的，但现在很久没有见到，所以草已经长得很长了！请问这一块草坪是属于政府？还是房主管理或除草？

Mia Melano don't now a lot about bikes, so have listed in this 'other' category for lack of information.

While it travels and the tires seem okay the gear and break line have had run ins and the gears don't change as they should or might do. The breaks still work ok.
Fairly large frame, (not knowing how to measure exactly) the bike is 5ft 3" from front tire to rear tire end.
The frame height is about 3ft 3" from ground to top of seats. I can answer questions of a not too technical nature and measure as required. Bit of rust as seem in the pictures. Sold as is where is as a fixer-upper
