Hobsonville and Milwater, those involving subdivision by developers and sell them to individual builders. They normally get the titles issued and let the builders built within 9 months interest-free.
There is a listed company solely just do subdivision and not house construction ------>https://www.nzx.com/companies/CDI (CDI Investment). They do subdivision and infrastructure solely and sell titles to individual builders - projects at Pinehill, Albany etc.
Just my guessing, Council will distinguish this kind of big land subdivision from inbuilt subdivision?
