PR上学申请Student Allowance问题

A student can be eligible to receive a Student Allowance only if:
- has lived in New Zealand for at least 3 years
Periods where a student has lived in New Zealand whilst on a temporary visa (eg a work visa, visitor's visa or a student visa), may be counted towards the 3 years of residing in New Zealand.

网上找到这一句，那究竟是PR(现在叫R)后三年还是住满三年？？？
我拿PR前在语言学校念过1年。

你管他呢？申请这个要申请费吗？如果不要，就是填张表格的事情，填了先说，如果不符合条件他们自动把你刷下来。凡是不花钱的有机会要到钱的申请，除非很明显不符合条件，（比如人家给毛利人的补助什么的），不用费那个脑细胞研究，申请了再说。

我都要類似的疑問，大半年前嘗試申請 study link 及  student allowance, 他們把我當下來，說我的 PR (included RV) 不夠3年。不能申請...
