我和老公准备买生意，但是生意中的一个租房合同里面有个文字问题让人很头疼。
租房合同里的outgoings：1. rates or levies payable to any local or ternitorial.
                                         2. charges for water gas electricity and other utilities or service, including linr charges.
                                         3.yard and car parking.area maintenance charges..............................
                                          4...............................

合同后面有页纸里面有个provisional operating expenses：
the landlord and tenant agree that the provisinal operating expenses as at the commencement date of the Lease shall be $35 per Square  meter per annum, which may be varied by the landlore from time to time.



对方说 provisinal operating expenses 每平方米35块得charge就是包括了outgoing中的这个些charge。


我们质疑outgoings charges 没有说清楚。provisinal operating expenses并没有特别说明就是outgoing，没有特别说明35快每平方米的这个收费是不是包水，包垃圾费。




我想问下，是不是在法律术语中这个provisinal operating expenses就代表了outgoing 的费用吗？
