父母学英语问题

父母刚来新西兰定居，以前听说PR可以免费学英语，而且还有补助什么的，我对这些不是很清楚，想问问懂的朋友具体怎么弄呢？

还听说好像学英语不免费了？而且拿补助也有条件了？我都晕了，拜托大家给讲讲，谢谢了。

Note:  Permanent residents and Australian citizens are subject to a two-year stand-down before they can receive a Student Loan. This means that they will need to have lived in New Zealand for at least two years and be ordinarily resident in New Zealand. Permanent residents will also need to have held permanent residence for at least two years to qualify.

they might be able to get accomodation supplement from work and income if they don't live with you-----[depends on the circumstances though]

no other benefits.
