国立大学的IT7级的本科也不能移民了？

最近我看eoi的选项时在学历那一栏看到这么一段话：

Are you claiming points for a qualification in one of the areas of absolute skills shortage?  
PLEASE NOTE: You cannot claim these bonus points unless:

you have a qualification relevant to your occupation as specified in column four of the Long Term Skill Shortage List; or
you have skilled employment in New Zealand in an area of absolute skills shortage and the specialist, technical or managerial expertise required for that employment was obtained through the completion of this qualification.

  If yes, please provide the absolute skills shortage occupation name, and select the name of the qualification.

好像是说要有这面的工作才能申请这个短缺的10分？
