A friend of mine got a letter from the police. It's called community justice poenal of shoplift. the police tell her to go to the community to pay for the fine and write the apology letter. she got the email from the community last day, it said when the apology finished they will close the file on their end. and she will not have a criminal record for the offending.I was worry about her. can I ask is there any influence on her immigration apply in the future. should she tell immigration officer on her EOI apply form.

As a general rule, a person has an obligation to declare their character issues on their EOI submission or visa application if they are currently under investigation, facing charges, wanted for questioning or have been convicted for any offence in any country.

If your friend has not been convicted and is not currently facing any charges, there is no need for your friend to declare the incident on her EOI form. Your friend may consider applying for a New Zealand police certificate before submitting an EOI if your friend is unsure whether they were charged or convicted and if they wish to confirm whether she has a clear criminal record.
