Internet users are yet to feel the full sting of the Government's anti-piracy "Skynet" law, with only a few unconfirmed reports of pirates being pinged by copyright holders.
The "three-strikes" copyright regime came into effect this month but is not expected to bite until the fee that internet service providers charge rights holders for sending notices to customers drops.
A member of technology forum Geekzone reported their friend "got a notice from downloading the new Harry Potter film ... what an idiot", while another said their friend had received a warning after downloading Microsoft Office 2010.
Scott Bartlett, chief executive of ISP Orcon, said it had not received any notices from rights holders but expected them to begin arriving this week.
"We were told not to expect any for a couple of weeks while they got their processes sorted out."
InternetNZ chief executive Vikram Kumar said he understood the Recording Industry Association and NZFACT – New Zealand's two major rights holder groups – were setting up a system that would reduce notification costs for ISPs, which currently charge rights holders $25 a notice.
"The main cost for ISPs is matching the information that comes in with previous infringements to figure out if it's the first strike or the third strike or whatever.
"Our take is that [rights holders] are protesting against the $25 fee. In six months' time the Government has promised to have a review of the fee so I think everyone is gearing up for that."
