好像什么时候申请都可以的， 只要在休完LEAVE之前都可以。 然后说应该在宝宝出生前三个月通知employer， 不过晚了也不会有什么问题。
下面是在department of labor网站上找到的。

Applications should be made as soon as possible, but will be accepted any time before the applicant returns to work at the end of their parental leave or otherwise ends parental leave
Employees should apply to their employer in writing for parental leave at least three months before the baby is due. However, employers may not unreasonably refuse a late application.
