康嫂罚款，怎样申诉比较有效？

运货的车卸货时被康嫂开了罚单，60大洋。上网查了一下，说是只有truck和van那种没有乘客座位的车才能被当做合法的运货车，我那个van只有副驾驶座，后面的座位都拆除了，应该算是合法的运货车了吧？外面还喷油公司广告和联系电话，上面还印着dilivery，如此明显的运货车，在卸货的地方只停了一分钟不到，居然被开了一张60的罚单。
我已经准备好了照片和收货的receipt，想问问是网上填表申诉呢？还是直接去council说比较好？听说网上填表几乎没有回音，但是也有人说去council也是给你一张表格自己填。有没有complain成功同学讲讲经验，怎么样比较有效果。谢谢了

你买路税时有填货车这类吗？如果没填，你车长的再象货车也没用。

我的ownership上有一项vehicle usage: private passenger，如果你也是，那肯定不行。

A goods vehicle is legally defined as either designed exclusively or principally for the carriage of goods or used for the collection or delivery of goods in the course of trade. Vehicles designed exclusively or principally as goods vehicles are trucks, utilities and vans without passenger seats. Any vehicle that is designed to transport people is not designed as a goods vehicle. A passenger vehicle used as a goods vehicle to pick up or drop off goods in the course of trade is not so obvious as a vehicle designed for transporting goods. Even though you may have been dropping off goods, if our officer does not see you with the goods, an infringement notice may be issued. Write to us with a copy of the delivery receipt and we will review the infringement notice.

这是council网站给的关于卸货被罚的解释，我看也没有提到路税的事情啊。就说车子类型，有没有乘客座位。还有最后说即使你卸货officer看不到你和货在一起也能给你罚单。你没看到就说我不是？难道我每回delivery之前还要先和货合张影？操。最后一句说把收货receipt给他们看，他们会重新考虑，这个receipt我是百分之百有的。所以还是要申诉一下

我开公司车我没注意路税单，而且不光是钱的事儿。即使交钱也是老板交，但是我就觉得罚的不合理。如果这样不让停，那我以后卸货很麻烦还要停几百米以外停车场，这可怎么办？
