when they are under 17, they are consider as a youth not adult..
they have right to held her....until 17
聽說16歲就能搬出來.就算家庭不允許..
yes, if the family agree, they have the right to drag her back if she run away from home
and family can report to the police then the police have right to arrest her for her safety

you dont need the parent's permission to move out...
but if you move out without it, and you are under 17.
they can report you as missing, then the police have power to take her back home when located....

当然,如果她的父母软禁她,你可以让她给child and family 的那个部门打电话，他们会帮助你的朋友。还有，如果她父母说要送她回国什么的，这些都是家庭问题，如果你朋友是不愿意的话也是可以找那个部门，他们会有人帮忙跟进这些问题，做家庭调解。当然了，如果你朋友真得把这个事情弄到哪个部门去的话这个事情就不简单了。如果真的有软禁那些事情的话她父母可能随时会被起诉，而且你朋友会被送到政府专门的地方找人照顾她，或者说找一个政府那边认可的家庭照顾你朋友。
