there is another free road code course for esol students at hutt esol home tutors starting from september (5701335), but you have to have residency.  This one is just a short seminar explaining things on top of road code.

don't think they still provide the chinese translation for new road code, but check this http://bbs.askynz.net/dispbbs.asp?boardID=58&ID=61020 some questions may have changed though
