By international standards New Zealand's results are declining. The Progress in International Reading Literacy Study (PIRLS) identifies a decline in mean score that spans genders and the socioeconomic spectrum. The Programme for International Student Achievement (PISA) data concurs, noting that the reading ability of our 15-year olds is declining and this is traced back to their primary education. Writing achievement is not faring well either. Students in Year 4 tend to be making adequate progress, but this drops markedly between years 5 and 8. While reading and writing achievement is in decline, PISA data shows achievement in mathematics and science is in serious decline.
