haha... RBNZ governor is appointed by PM ( on advice of Cabinet)..
No relation, haha.. some relation if he wants to keep the job of acting RB Governor.
Text book said no relation, in real world, they do have a nexus.
Just like in USA, the Supreme Court judge is appointed by the President, you can say the supreme court is independent, in reality, The President normally appoint someone with idealogies ( eg abortion, euthanasia etc) that he/she knows Supreme Court will give some moral values on when interpreting the constitution/bill of rights.
