If you cannot locate an Identity Referee, you are not able to apply Online.
It is important that you have the Identity Referee section completed in full as this is an essential part of the application process.
If you have exhausted all avenues in trying to locate a Referee, you will need to complete a detailed Statutory Declaration and submit this with your application for the Passport Office's consideration.
The Statutory Declaration will need to state that you cannot find a suitable Referee, the reasons why, and the attempts that you have made to locate a Referee.
Please note, we cannot guarantee that the Statutory Declaration will be accepted in lieu of a suitable Referee.

Each application is assessed on a case by case basis and there may be a delay in processing your application.
