Construction review - Consent approved but a final Code Compliance Certificate for this consent has not been issued.

这种情况是不是说明CCC还没有拿到？银行会贷款吗？房子是96年的。
还有外墙是 fibre cement， 是不是就是水泥纤维板， hardiplank?
