Letter of Acceptance, No CCC issued

请问大家一个房子某些1995-2001的改造标了no CCC issued, 但屋主发了council 09年给的letter of acceptance, 这样都可以吗？具体写的是
Final building and plumbing and drainage inspections have been completed in respect of building work under the above building consent.

Building officials are now satisfied on reasonable grounds that the building work has been completed to the approved building consent and the performance requirements of the NZ Building code, except clause B1 Durability.

The building regulations 1992, state that maTerial durability times commence on the issue of a Code of Compliance Certificate. Due to the age of completed building work, much of the durability time of materials and systems has now expired. Therefore the council is unable to issue a Code Compliance Certificate. However, the completion of works has been recorded on the Council consent file.

这个跟COA不一样，COA是没有申请consent后补的，LOA是有申请consent但没有获得CCC而给的一封信。

对不起我打错了，信中是B2 Durability,不是B1。 具体的改造是直接1楼多了个车库，车库顶上直接加了个ensuite。具体地址是57 Tui Glen Road, Glenfield.

Building Act amended 過N次  2004這只是其中一次 但不代表04年前版的BA 沒有CCC這個制度  真的沒有CCC是1991年前 那時是第一版建築法出台的時候  之前都是各councils 自己的bylaw管建築規格的 所以沒有CCC這種全國公認的合規機制  2004年當然已經有CCC了

上全信吧，letter of acceptance和certificate of acceptance是两码事。但有意思的是你的邮件内容属于CoA，而邮件title确是LoA。LoA没什么鸟用，你给council了他收了存进系统了就给你这么一个信，council不承担任何责任。CoA代表你就是符合building code的，保险，出售等都在法律框架下得到保护。

另外B1是结构部分，所以是这个consent的其他地方都Ok了，但结构可能fail了，可能看不到了（盖了石膏板）。具体还需要看consent内容。

比如这是加了浴室是加建了点partition wall非承重，那就没什么问题。但如果涉及到point load transfer path这样的，那就问题太大了甚至你可能能肉眼看到ceiling下垂出现形变。但如果只是minor结构，这个影响就很难量化（比如bracing略低于设计标准）但肉眼可能也很难察觉，事实上对建筑本身也没太大影响。
