How to overthrow a Charitable Trust Board

Sorry this is probably a tricky question without the full details, but my friend would just like a rough idea or suggestions.

If a Charitable Trust Board have not been performing and the community the trust is suppose to be helping are not happy about the Board, but from looking at the trust deed, all voting members seem to be the board of trustees and they are the ones the community want to get rid of, how do you overthrow the whole Board and elect new Board members?
