There will be a cost difference between an infill development (with the existing house) and new area development with new infrastructure etc.
For small developers/builders, some money can still be made in infill development as compare with new development sites (big scale development). There is a proposal to target a higher infrastructure levy on this type of development to cope with Auckland Council's funding on infrastructure. The section price will increase if the infrastructure levy is imposed.
So, what perceived to be expensive now will become the norm in the future.
