if you really like creative minds, why not just send your daughter to it, and let the childcare know that you are interested to increase days when there's one available?
For kids > 2yo, government ratio requirement is 1:10 from memory, most childcare operate with 1:7 ratio. Childcare are usually designed in such a way that they are safe for kids, which explain why 1 teacher can look after multiple kids. It's actually a good way for your daughter to learn to interact with other kids, how to socialize etc too.
Both my 4yo and 2.5yo go to childcare fulltime, and so far i have been pretty happy with their development etc from school.
