向各路大神请教个奇怪的澳洲过境签问题

有朋友问，他是新西兰PR，有澳洲有效旅游签（2年内无限出入），老婆孩子都是新西兰国籍，年底回国经墨尔本回上海，这种情况需要不需要澳洲过境签？ 航空公司是在澳洲换的，新西兰到澳洲是纽航，澳洲到中国是东方航空； 卖票的也不知道，让自己问，打电话有的说不需要有的又说需要，到底这三个人需要不需要申请澳洲过境签啊？

you may need to answer whether they need to stay in australia when transit, if not, things will be more simple without visa as per below link............

You leave Australia by air within eight hours of the scheduled time of your arrival.

第三条，如果需要离开转机候机区重新check in 行李，是需要transit visa的。 就这条让人搞不懂。因为纽航转东方，行李是需要拿出来重新检查的，要是按照这条，那就是3个人都要申请过境签证了是吗？

Yes but it also said "check with your airline but for safety, get the transit visa which is FREE to avoid any drama............good luck to them anyway...............
