both of my kids gone through the similar phase when they were around 1.5yo-2.5yo. As long as you know they are not sick (no high temperature, no pain etc), then just comfort them and stay next to them and eventually they will eventually get over it and stop doing that. (have you guys tried giving her some warm milk/bottle of formulae and see if that help?)
BTW, we have always been told putting kids in car just for the sake of making them to go zzz is a bad thing to do. You want to train them so that they know how to settle themselves and go back to sleep by themselves. Try not
