recognized qualification和basic nz qualification到底从level几算起

不知道哪位前辈可以解答一下，移民局网站有出入。这是我写给他们的信

I am filling EOI for skilled immigation and found one discrepancy on "recognized qualification" section. It asks me whether I have "basic nz qualification" and
> "post-graduate nz qualification" whose levels start from level 4 to 8 and 8 to 10 separately. According to my situation,I finished level 8 postgraduate diploma. Then
> I seems can obtain points in both areas since level 8 overlapping as it stated.

> Meanwhile,if I read SM14.5 and 14.10 of your Operational Manual,it seems defines post-graduate nz qualification from level 9
