高等教育委员会(Tertiary Education Communission), 这次给梅西大学亮了个绿灯。 特例上涨 10% ， 超过规定的5%的最高上涨限额。 此举无疑对梅西学生带来了沉重的负担。

梅西大学的校长 Judith Kinnear教授 十分支持TEC的做法，但同时也指出，即使如此梅西大学本科学费在新西兰全国还是属于最低的。

据梅西大学官方新闻网页介绍，明年校方还要申请5%的学费上涨。

Massey University Vice-Chancellor Professor Judith Kinnear has welcomed the Tertiary Education Commission’s decision to allow the University to increase its domestic tuition fees beyond the fee maxima for 2007.

The University Council resolved at its October meeting to seek approval for increases to its undergraduate domestic tuition fees above 5 per cent next year. This forms part of a range of measures to enable Massey to meet its financial targets in the near future and continue to invest in staff, infrastructure and services to deliver a quality education experience for students.

“Massey’s income per student is amongst the lowest in the university sector because the fee stabilisation legislation introduced in 2003 (for 2004 fees) froze Massey fees at lower levels than other universities. This was compounded by the Council decision in 2004 not to increase fees for 2005. We need to achieve a level of fee income that will enable us to maintain the quality of Massey’s research, research training and teaching, and deliver on its Charter goals and Profile objectives. This exemption will assist towards achieving that.”

Professor Kinnear notes that postgraduate research fee increases beyond the Postgraduate Fee Increase Limit will apply only to new students. She also points out that the increases will still mean Massey undergraduate fees remain amongst the lowest in New Zealand.

“With the exemption to the maxima, more than 90 per cent of Massey domestic undergraduate students will still pay between 2 and 11 per cent less than the average of the other universities, based on 2006 funding classification of EFTS and assuming that other universities increase fees by 5 per cent for 2007.”

Professor Kinnear says students should not have to carry the full burden of the increasing cost of providing quality education, however, it is not unreasonable to expect students to contribute to the cost.

Friday 8 December 2006 TEC approves fee exemption for Massey University The Tertiary Education Commission has approved an exemption for Massey University to increase its fees above the standard maxima. The decision enables the university to increase undergraduate student fees by up to 10 percent and enables them to increase fees for post graduate research above the $500 limit. Fees for Tertiary Education Organisations are limited to the fee and course cost maxima established by Government. For courses where fees and costs were below the relevant maxima, increases were restricted to five percent each year. TEC Chair Hon Russell Marshall said the purpose of the policy was to provide tertiary students with a reasonable level of certainty about their future costs, while also providing flexibility to providers in terms of their fee-setting ability. He said the exemption for Massey University had been approved after a robust assessment of its application.

Three principles are taken into account when applications are assessed:

• The cost of providing the courses is not being met by the income from the courses.
• The organisation is unable to cross-subsidise the courses from its total surplus from all sources while remaining financially viable.
• Not increasing fees would compromise progress towards the achievement of the Tertiary Education Strategy and the Statement of Tertiary Education Priorities, or other critical elements of the tertiary reforms. “In Massey University’s application, all three principles were met, and overall it demonstrated a case for exemption,” Russell Marshall said. 我倒是打2004年开始就一直没涨学费，可是等我毕业的时候，学校盖的新楼都没能用上！

毕业了。。。。。教学楼正式使用了。。。。

现在的学费我们学校的是还好啦。不过过去，尽管单科费用低，但是我们有24门，人家才21门左右，现在看到他们也24了，心理平衡了不少啊
