有新西兰签证，从新西兰出发，大溪地免签啦？？？

打算明年去大溪地，现在准备开始准备签证材料，但是刚刚看到法国驻惠灵顿使馆网站上在6月22号的新闻，如下：

French Polynesia: Short stay visas for Chinese passport holders

Chinese passport holders who are legal residents of New Zealand, whose voyage to French Polynesia has been organiszed by an agency approved by Atout France, do not require a visa for a stay of up to 14 days.

PLEASE NOTE: Currently, no travel agencies in New Zealand or Australia are approved by Atout France.
Agencies which are approved by Atout France in the future will be listed on this website.

小弟渣英文，想请英文好的大侠们帮忙看看，我理解的意思是如果持有有效新西兰签证的中国护照持有人，从新西兰出发去大溪地，可以被视为被认证的agent，可以免签入境大溪地14天。 不知道这样理解对不对？

这个是说，中国护照的新西兰PR在“持牌中介”的组织下才享受最多14天的免签，然而目前还没有任何一家旅游中介被认可，被认可的中介以后会被列出来。
