Apply for (or renew) a manager's certificate
At all times that alcohol is being sold or supplied to the public on licensed premises, there must be a duty manager who holds a manager's certificate present. It is the duty manager's responsibility to ensure that the regulations of the Sale and Supply of Alcohol Act 2012 are being upheld.
You must be working on licensed premises to be granted a manager's certificate and you are required to provide a reference from your employer with your application. Before you can apply for your manager's certificate, you will also need to undertake some training.
Managers' training
Licence Controller Qualification (LCQ)
It is a requirement of the Sale and Supply of Alcohol Act 2012 that you obtain the Licence Controller Qualification (LCQ) before you can hold a manager's certificate. To get your LCQ, you need to complete these two NZQA unit standards:
4646 - Demonstrate knowledge of the Sale and Supply of Alcohol Act 2012
16705 - Demonstrate knowledge of host responsibility requirements as a duty manager of licensed premises
There are a number of training providers who run Licence Controller Qualification courses in Hamilton or online.
The LCQ Bridging Test
If you obtained your LCQ in 2013 or earlier under the Sale of Liquor Act 1989, you will need to demonstrate knowledge of the new Sale and Supply of Alcohol Act 2012 by completing that the LCQ Bridging Test. The LCQ Bridging Test updates LCQ holders who trained under NZQA unit standards that were developed under the repealed Sale of Liquor Act 1989, and tests their knowledge of changes in legal obligations under the new Sale and Supply of Alcohol Act 2012.
