关于open work 和work visa changes affecting students

English for speakers of other languages (ESOL) qualifications will no longer meet the criteria for qualification points. Applicants who are in New Zealand and hold, or have held, Study to Work visas will no longer be eligible for a SMC Job Search Visa. 想问下各位大侠这是啥意思？SMC JOB SEARCH VISA是啥意思
还有是不是2012年4月开始在NZ学习的diploma以及以下就没有open work了？
