China - other than the fact that govt has money, it has lot of power; it does not have to do any consultation; Feasibility Studies and Environmental Impact Assessments (if there is any) are not subject to any one' scruntiny but just a routine of the process; the Communist Party doesn't need to worry about being questioned or lose power even if the project is not popular --- so they can build anything as long as the leaders like (and if they are still in power during the course of the project of course).
New Zealand and the western world - the govt normally do not have that much money; they have to consult with public on everything; politicans only have only 3 to 5 year each term (so once they agree and start to do something, their terms may start come to an end and the new group of politicans in the new term may have a totally opposite view and simply stop the project!); any major project need to go thru a lot of political and funding hurdles and can be questioned of the needs; political parties/politicans could lose power if the projects are not popular and government could be even sued in Court by the angry landowners/environmentalists/interest groups --- so it ends up they cannot build anything at all....
