打个比方：如在没有任何确诊时候就立即采取有效行动，那是黄帝内经所说的“上工治未病”。显而易见，我们目前是在“治已病”。
Just an example: taking action efficiently and effectively when there is no inbound confirmed case, is like we called ‘precaution treatment’, it is obvious we are at the moment that we called ‘patient treatment’.
个人愚见：现在惯用操作都是关闭边境和封城。但是考量决策者能力的其实就是执行的时间点早或晚的问题。
Just personal opinion: currently general way is to shutdown border and lockdown cities. However assessing whether the authorities made right and brilliant decision depends on when the border and cities are ordered to be closed.
两个假设：把现在的政府巨额补贴款项第一时间提前使用到加强边境严格检测的人员和设备所涉费用等，另外迅速颁布居家隔离法律以及违反者的惩罚措施，这些作业可以抄写其他国家的严防严控的做法。
Just two supposes: at very early stage strengthening strict temperature test at all our border instead of current government subsidy scheme and enacting law and punishment in terms of mandatory isolation or quarantine. Both approaches can be used and copied from other good countries or areas.
理由支撑：关闭边境是因为恐惧外来病毒入侵却没有倾尽全力严守边境，这是第一道关卡；而封城是因为担心社区传播但没有及时有效强制执行所有入境者的隔离，这是第二道防线。
Just two reasons: border shutdown is because of fear of virus from overseas, this is our first line that has not been secured; cities lockdown is because of fear of social spread, which is second line that has not being protected.
近期展望：引用前总理约翰基的观点是何时降低警报级别与正常开放工商业又要“再一次”考验决策者的判断。对于应对这次狡猾的新冠病毒，新西兰在第一回合已处下风，那么还是衷心希望我们在第二局能够战胜全世界唯一的敌人恐怖病魔。让我们一同唱响：天佑新西兰！
Just good wish: Sir John Key thinks it is harder to lower the alert level and exit the closure. It will definitely be another challenge to our country. In order to win the battle on the virus, please allow us to sing our anthem: God Defend New Zealand!
