毕业open工签转雇主担保工签

请问下，从Post-study work visa (Open) 转雇主担保工签的话，需要雇主帮忙填写的1113表格中Section C：Overseas recruitment based on non-availability of New Zealand residents
This section must be completed if the person you have offered employment to is applying under the EssentialSkills work category unless:
• the occupation is on an Immigration New Zealand skill shortage list (either the Long Term, Immediate, orCanterbury skill shortage list) and the person meets the qualification and/or work experience requirementsof the list, or
• the person wishes to continue working in the role they currently hold, and they have been invited to applyor have applied under the Skilled Migrant Category based on this employment.
这部分要怎么填写啊？据说毕业生open工签转雇主担保工签不是不需要做这个东西吗？
