Why some people like coughing to others' face

At work, there's certain people that always like coughing at others while talking, and they seem happy. Do you just tell them straight that turn their face and cough to empty space? Is that too straight and they end up lodging some kind of complaint?

Asian? Chinese or kiwi? normally kiwi are quite good at covering their mouth with either their palm or forearm. Many Chinese dont have the habit of covering up while coughing and with people around them at the time.
