补税问题

我刚刚在IRD的网站算了一下2013年度我需要多付三百多块的income tax， 结果是这样说的
“You don't have to file an IR3 tax return or receive a personal tax summary for this year. Based on the information you've provided you have tax to pay of $3xx. If you request a personal tax summary, you'll have to pay the amount."

我现在正在准备递资料上去给移民局， 我怕万一税局发现我还欠他们税，我的申请会被拖延， 所以我现在到底是补税还是不用补？
我递打税的资料上去， 是不是不一定要给personal tax summary？

有人遇过跟我一样的问题吗？？  能帮我解答一下吗？ 谢谢
