IT background, 2 years involved with PM work, and leading to CAPM certification. would I be qualified?

Not really... construction industry experience is needed....

IT is good! stay in it!

Get your Prince 2 or PMP and dont forget your technical expertise and you will go a lonnnnnnnnnggggggggggggggg way......
