請各位同學與有pr 的中國護照朋友必需一再check 條文
新加坡的96小時免簽已經解識很清楚必需有第三國的有效簽證及離開新加坡的機票   是回"第三常駐國" 時才能使用這免費入境96小時
否則若是你從第三國經singapore到中國就先進singapore 即始有"第三國的簽證   都意須先去辦singapore visa

The Embassy has outsourced our visa applications for foreigners, who require a visa to enter Singapore, to our “Trusted Partners”. To view our “Trusted Partners” please click here.

The criteria for visa application and documentation are:

Applicant's original international passport with a minimum of 6 months of validity at the time of entering Singapore,
1 copy of correctly completed visa application forms 14A (available at the Embassy visa counter or download from www.mfa.gov.sg) with 1 copy of a recent coloured photograph,
Proof of confirmed flight itinerary and accommodation,
Letter of Introduction (LOI) from a Singaporean citizen, Singapore registered company/travel agent/permanent resident, or a foreigner holding a valid Singapore "green card", and
The required visa fee. Our Trusted Partners levy a service fee of not more that the equivalent of the visa fee.
The Singapore Immigration & Checkpoints Authority has decided that with immediate effect, nationals of the Commonwealth of Independent States (CIS) may be granted entry into Singapore without visas, if they are on transit to a third country. However, they are required to fulfil the following conditions:

they are in transit to a third country;
they hold a valid passport, a confirmed onward air-ticket, entry facilities (including visa) to the third country and have sufficient funds for the period of stay in Singapore;
they continue their journey to the third country within the 96-hour visa free period granted; and,
they satisfy Singapore's entry requirements. As in all arrivals, the grant of the social visit passes to travellers will be determined by the Immigration Officers at the Singapore Checkpoints".
這項 條例已經在實行了;;; 請大家住意  沒有singapore 簽證的朋友  趕緊去辦理

nationals of the Commonwealth of Independent States (CIS) dose not include China.

For Chinese to get that 96hr visa free is not actually under this rule. That was another policy in place. VFTF-
VISA FREE TRANSIT FACILITY (VFTF) SCHEME.
Not sure it was changed or not.

We have check with Singapore high commission and please to check their new rules with website.
So China passport passenger must to apply the entry visa via Singapore to China even they have the New Zealand valid Visa.

if you have any question, please direct to call with Singapore immigration to understand it.
old rule is "from or to" NZ/AUS/USA/JPN/GERMAN with their visa can enjoy 96 HOURS free transit.
Now only suit for "to" can enjoy.
