Is this paypal --"service@intl.paypal.com"?
They sent me emails saying my account access cant be lifted because they need more info. . .But is this actually paypal or what. . .please explain someone please!!!!!!!!

Nuh-nu-nu no! That's not Paypal! If it was Paypal, The address would have been:
paypal@email.paypal.com
Total scammer, so don't give any info to them. Whew, big saver there.

No. That's a phishing email. A scam, to put this more bluntly. Don't click on the link and give out your personal information to the people behind this. Forward the message to the paypal people at the following address:
spoof@paypal.com
After that, get it spammed straight into oblivion right away.
No, this is NOT paypal. It's a scammer trying to get access to your account. To be sure you are a paypal site, type https://www.paypal.com into your address bar.
