House values in Christchurch have jumped a "significant" 11.8 per cent in a year, including 2.7 per cent in the past three months alone.
New figures from valuation agency Quotable Value put the average October value in the city at a record $444,606.
Values increased most in the north and central suburbs, and in the hill neighbourhoods.
QV Valuer Daryl Taggart said homes on the market were turning around fast, although buyers seemed to know their financial limits and were sticking to their bottom dollar. Developers were comfortable buying TC3 land, he said.
Christchurch values were significantly above last year, with more price growth seen recently.
Taggart believed the Reserve Bank's October 1 clampdown on low-deposit mortgages would not have a big effect on the city's market.
"In Auckland and Canterbury in particular where there is very high demand for property, the impact may be felt less.''
The clampdown was aimed at cooling the property market by reducing demand for homes.
Listings website realestate.co.nz said the average asking price for Canterbury homes on its site had reached a record $441,908, which was seven per cent up on a year ago.
Even though new listings were higher than last year, with 1500 new homes coming onto the market in the region in October, high demand meant the amount of stock on the market was 30 per cent down on a year ago.
Brent Mettrick, manager director of house building company Stonewood Homes, said they were ''flat out busy'' and he had detected only a ''slight pullback'' in sales in Christchurch after the change in rules.
Half of their work was now in Christchurch, whereas six months ago it was divided equally among the city and the Selwyn and the Waimakariri districts, Mettrick said.
They were also doing insurance rebuilds but these were taking time because of the complexities of foundations, land reports, and other issues such as flood heights, he said.
Average values in Canterbury districts according to Quotable Value were: Hurunui $324,810, Waimakariri $389,577, Selwyn $481,891, Ashburton $310,299, and Timaru $$276,408.
