From 1 January 2011, permanent residents and Australian citizens will be subject to a two-year stand-down before they can receive a Student Loan. This means that they will need to have lived in New Zealand for at least two years and be ordinarily resident in New Zealand. Permanent residents will also need to have held permanent residence for at least two years to qualify.

看到上面说从2011年1月1号起，permanent resident需要live in new zealand for at least two years and have held permanent residence for at least two years and be ordinarily resident in new zealand.
它上面一会儿说我live in new zealand for two years AND ordinarliy resident in new zealand，这两者不矛盾吗？有啥区别？到底我实际需要居住在新西兰满多久？
还有they will need to have lived in New Zealand for at least two years和Permanent residents will also need to have held permanent residence for at least two years to qualify有啥区别？
可是我刚来看了下护照，我是持澳洲PR过来的，护照上面有个章是resident permit，这个章写着the resident permit expires when you lieave new zealand.是不是我一离开PR就失效了？
我的第一目标是拿IRRV，第二目标是申请student loan和allowance。
我还能按照上面所写的同样操作吗？持澳洲PR过来第一年待184天然后回去，然后第二年再持澳洲PR入境待184天，满2年申请IRRV，然后再申请student loan和allowane吗？
