关于父母永久回头签证的问题

我8月递交申请， 一个月就收到移民局的决定
但是有个条件写着好像是the last day return or re entrer NZ is : DD/MM/YY
这个在最近审批的父母签证中有这一条吗？ 还是这个代表没成功
因为visa expire date : 永久
但是就是有一条一年要回去或者再入境之类的， 但是父母已经在新西兰五年了

我父母住了五年，中间只有回来半年

我是空軍

移民局的信里面会写：
”Your Permanent Resident Visa has been approved“。。。。
“Your Permanent Resident Visa allows you to leave and re-enter New Zealand at any time.
Your Permanent Resident Visa does not expire.”
所以没有expire date

想问下 父母永久回头签证是不是需要签证到期那天以后才可以申请还是可以提前呢 谢谢
