blinder can be replaced every year, but curtain are replaced every year,never heard

It is a curtain if someone can not seen through from outside or the light can not come through;
It is a blinder which is just for covering part of the light comes from outside.
In standard, there are one blinder and one curtain for home windows.
But some people only have the blinder installed for their house, saving $$.
