3年以后才能拿。
To get a Student Allowance, you need to be either:
a New Zealand citizen, or
ordinarily resident in New Zealand and have:
lived in New Zealand for at least 3 years and
been entitled to reside indefinitely in New Zealand for at least 3 years.

studylink需要等拿到resident class visa (R或者PR)3年后才可以申请
