謝謝點名按照Unitary Plan 的說法 1 和 2 的區別如下：

Stormwater management area control – Flow 1 are those catchments which discharge to
sensitive or high value streams that have relatively low levels of existing impervious
area.

Stormwater management area control – Flow 2 areas typically discharge to streams with
moderate to high values and sensitivity to stormwater, but generally with higher levels of
existing impervious area within the catchment.

就是1河套區附近的環境相對比較原始而2附近已經有不少不透水地面面積的情況不同具體仔細要求還是請請教管道/洪水工程師
