我的理解，如果淹到了是不是叫淹没区，而这个只是有可能被淹到，所以叫易发区

官方解释是
Areas adjacent to the 100yr ARI floodplain that are within 0.5m of the predicted 100yr ARI flood level. 政府看到这个情况应该是需要一份geotech 报告，具体最好询问设计师或者geotech specialist, 论坛香港人也能更好的回答这个问题。
连接价格这个其实还要看地势，这也需要问专业的分割规划师。
