Even in NZ notice board rules, you can post over a post, but you are not allowed to tear down people's post.
This is a general courtesy. The management of the notice board (eg University) can take down posts.
The reason is you might not like something you see, that does not mean you can take down people's post.
You can post over a post, that is your freedom of expression by posting over a post if you can't find a space. That is like talking over someone, although is rude, it is your expression, and it is generally taken as acceptable.
The argument by the white shirt lady is flawed, it has nothing to do with democracy, it is housekeeping rules to make University life and use of notice board workable. If she doesn't like what she saw, organise something and post over the existing posts, not tearing down someone's post.
However, University management has the right to take down offensive posts. University is private property, after all.
