Also, no developer will make representation on the settlement date, it is always 10 days after CCC and title whichever is later.Council, LINZ is beyond control on the developer, they can only burn their money in waiting, a day delay is burning $10K a day if the project heavily relies on financing.
According to Building Act, it is an offence for people to move in a new build without CCC. The fine is large. This clause cannot be contracted out.
Running a big project requires big financing back up. Smaller projects (like inbuilt development on mature suburbs) with fewer houses are easier to manage, at least won't kill a developer/development, and that is a trend preferred by some people these days - a better-managed risk development.
