属于申根签证吧？

问过芬兰领事馆了Embassy of Finland，他们的答复是“The Royal Embassy of the Kingdom of the Netherlands represents Finland in all Schengen visa matters for residents of New Zealand. Therefore, you should contact them for more information.” 应该直接去问荷兰领事馆。
