女儿在新西兰出生，持有新西兰护照，但是出生几个月以后就回国了。现在孩子快五岁了，需要更新新西兰护照，但是没有合适的见证人（因为回国很早，大多朋友也都是只是ＰＲＶ）。求助万能的论坛，谢谢

不明白你说的“见证人”什么意思？英文原文是什么？

父母不是最好的见证人吗？你女儿这里出生，没有新西兰的出生证明吗？

A referee must have known you for over one year, be sixteen or older, not be part of your family group and live at a different address. Please provide the following details of a referee who meets these criteria:

Their New Zealand passport number
Their full name
Their contact phone numbers
Their date of birth

光有出生证也不行，关键会问很多很多问题，关键孩子出生以后就回国了，就算和朋友有联系也不会知道的非常清楚

你放心，根本没有那么严格

如果有疑问，内政部会会直接打电话询问，你朋友只需要直说就行

这个没关系的，叫你朋友（有新西兰护照的）填下自己的资料就可以了。

Thank you for your email.

If you cannot locate an Identity Referee, you are not able to apply Online.

It is important that you have the Identity Referee section completed in full as this is an essential part of the application process.

If you have exhausted all avenues in trying to locate a Referee, you will need to complete a detailed Statutory Declaration and submit this with your application for the Passport Office's consideration.

The Statutory Declaration will need to state that you cannot find a suitable Referee, the reasons why, and the attempts that you have made to locate a Referee.

Please note, we cannot guarantee that the Statutory Declaration will be accepted in lieu of a suitable Referee.

Each application is assessed on a case by case basis and there may be a delay in processing your application.
