黑户们可以安心的黑着了，反正移民局已经没有钱去执法了。。。哈哈，笑死人

Immigration New Zealand budget blowout kept overstayers in NZ

Immigration New Zealand was forced to stop deporting all but the riskiest illegal immigrants after a budget blowout earlier this year.

No one was to be deported unless they were named on a list created by Immigration management when the funding shortfall was discovered in January.

On the list were 22 inmates due to be released from prison, 48 alleged criminals and 14 individuals whose refugee claims had been rejected.

It would cost $564,883 to deport all of them.

The problem was Immigration, after spending $914,000 in the first half of the financial year, only had $363,868 to last until the end of June.

The total deportations budget was $1.2 million for the 2017/18 year, a significant cut from $1.7m the previous year.

The blowout led to a flurry of emails between senior managers, released to the Herald under the Official Information Act, on how to handle the crisis.

Staff were told no one was to be deported unless the illegal migrants met strict criteria.

"Should we locate [redacted target] as Shandy suggested we will have a whip around and run a couple of raffles," investigator David Yandall joked in an email about the orders.

"I know this may have some negative effect on how we do things, but I still believe we can conduct quality investigations without using the authority to deport."

Money was so tight, one investigator who asked for $500 to deport someone who had been living here for 14 years - "this is a case of flagrant disregard of immigration law" - was rejected.

其实移民局是没有脑子，只要罚请黑户的老板给出机票就行了。。。哈哈

这个是国际通行惯例，强行遣返都是直接带上飞机，通知对方国家有关部门。

实际操作不是这么容易的，比如很多偷渡客过去把护照一撕，申请难民的，或是被抓住查不到哪里来的，或是对方国家不承认是自己公民，没法送。美国移民监狱关着不知道多少万这样的，包吃包住，找不到下家要。美国政府真的不在意机票，就是找不到下家呀。

据说其中至少2W是中国偷渡来的，这种低端人口，中国政府也不想要，再说他们也没有合法证明自己是中国国籍，有些连护照从来没办过，不是护照销毁了。

还有打黑工的，很多雇主换了多少个了，怎么罚雇主？没记录的，还有很多招非法移民的雇主也不是正经行业。这种很麻烦的。

中国广州也很多，非洲来的，中国政府也为难，有些没护照，没国籍的，你总不能把他们送上一条船，放公海自生自灭吧？到时候又有人谴责人权问题了。

委内瑞拉南美那边的估计更喜欢美国吧？这懂西班牙语的少，在美国你不会英语，只会西班牙也可以，这里够呛。再说，南美的一眼就被人认出，美国拉丁裔多，也看不出。

当然是罚最后一个雇主咯。就像警察抓超速，抓的就是最后那台车。。。哈哈

放公海自生自灭 ------------> that is why Australia is smart, put them in an Island belonging to another country so that it is not subject to Australia law.

NZ is too generous, won't want to learn from Australia.

Australia is more than willing to deport these people, and won't care much whether you still have connection in another country.
You can destroy your passport and won't be able to destroy your place of birth.

They will send you back to the place where you were born as a starting point.
" i remember there was a passport fraud in NZ where the person gained citizenship of NZ by fraud, it was later discovered and they send him back to China because it was his place of birth"
