The long awaiting Overseas Investment Amendment Bill is back in Parliament on 1/8/2018, just as we thought it might have been forgotten after PM goes off for maternity leave.

Update on 4/8/2018: Parliament will re-open on 7/8/2018 (Tuesday), by then likely "committee debate" will be completed on that day.
After that, it will go to the 3rd reading. This reading will be fast and it involves tidying up and summary of the whole piece of legislation. A date is yet to be fixed.

After 3rd reading, it will be sent for Governor General for signature and it will become law (Act) by certain date.

Update on 13/8/2018: This Wednesday (15/8) is set to become law.

现在全球房价都在降。根本原因是美国缩表增息，导致的美元回流。另外对于中国人热点投资地区的房价下降也有原因是中国对于外流资本的管制。

现在说下这个限制海外购房的事情，感觉新西兰这个国家法制的拖沓，1，2，3读，你能不能快点，等你真正落地生效，黄花菜都凉了。现在我们看到的房价下跌并不是这个法律的原因，还是全球宏观经济的原因。
这个法也许连锦上添花的效果都谈不上了。。。
要不要这个法，新西兰房价短期也涨不起来。。。。等下次大选，如果国家党上台，估计要废掉这个可有可无的法了。。。这个法时效性真的是不行。。。

推行这个法律是典型的脑子坏掉了。

There will be unintended consequences.

And for a bill that is passed and to abolish it one day, will not that easy.

For listed Company in NZX eg, CDL is a property development company and is a foreign control company, basically will not be able to acquire land and will likely leave NZ market.

That's why I don't understand why the Government still want to implement the bill, given the current circumstance(locally and globally). The only explanation is their brain has been damaged.

工党政府的官员智商也应该超过全国平均水平吧。我们能看到的他们一样能看到。就算是水货经济学家政府顾问。这么明白的因为全球开始缩减债务并提高利率水平导致的资产价格缩水的道理，总应该知道的吧。
现在都到3读了，不办不行了。。真是个鸡肋法。。。

其实还不如来个沥干建议的行政手段而不是搞什么隆长的制定法律，更有效和管用。比如印花税比如限制投资地区等等。。。非要搞高大上的ACT，

另外我一直搞不懂LAW, ACT有啥区别。。。新西兰木有宪法。木有根本大法的国家。。

Law是通俗的说法，形成Law的文件就叫ACT。

Some people (party) works on principality than practicality.

for this case, they want to appease the popular masses than wanting the practicality of this legislation.

Of course, the unintended consequences are yet to be seen. I am counting on it (not to make a fortune out of people's unfortunate) and see how an action will lead to far-reaching consequences on a small country like this.

The labour coalition holds the winning card to pass it into Law ( Act), my "no" to this legislation is equivalent to no voice, hence, I can only bet on the reversal of fortune and unintended consequences this legislation is going to bring and have a good laugh.

限制海外买家不会对房市造成影响。

Parliament reopens on Tuesay (7/8/2018), by then, the Committee debate should have been concluded.

The next event will be the 3rd reading ( a way to tidy up and summarise the bill) by members of the house ( few speeches), this date is yet to be fixed.

After that is governor general's signature ( royal accent) to make it into law (Act). There is a starting date to be announced.

法案对市场的冲击有限。风都放了这么久了，该消化的都消化的差不多了。政治考量比较多，毕竟是选前一大承诺。

This will mark a new era.

It is now becoming law waiting for governor-general to sign off.

"Some provisions critical to the operation of the new regime will start immediately following Royal assent, with the new screening requirements commencing within two months of Royal assent."

--------------> what it means is some provisions will be effective immediately upon royal accent ( governor-general's signing), some provisions will be within 2 months of royal assent ( those provisions refer to regulations, schedules, rules that will be made under the Act).
