They can't afford to build more prison and to feed these people in the prison.
Also, some treat prison as a accommodation at least is warmer there. If they want to study, they can study and play games there. It is like a resort. They refused to be released.
So now the government said, find your own place, live in the community and find food for yourself.... we don't care if you do harm to community....... We are not responsible for you.
So, the suburb is really important. Where would they go when they are released?
- first community housing, then state housing........
- where are the place they will feel more at home?
